群众性体育赛事助推乡村振兴的治理表达与实现路径——以“W镇春节篮球赛事”为例

摘　　要：随着国家对体育助力乡村振兴的提倡和基层群众性体育赛事的蓬勃发展,群众性体育赛事为当前乡村治理提供了新的思路。通过对桂中地区以“W镇春节篮球赛事”为中心的治理实践进行考察,发现群众性体育赛事生发于国家自上而下的公共服务下乡行动和村民自下而上的自组织运动,并存在“治理对象”和“治理工具”两重属性,前者是群众性体育赛事助推乡村治理的基本前提,后者是群众性体育赛事助推乡村治理的内在动力。从实践来看,群众性体育赛事助推乡村治理的实现前提是体育场所作为治理场域,其合法性、正义性和公共性的嵌入;而内在动力源自体育赛事通过集体化情境和乡村控制机制的再生产,对村庄惯习的唤醒。由此,以群众性体育赛事助推治理的实现逻辑体现在两个方面,一是体育场所作为体育活动的物理空间,使得群众性体育赛事传导了乡村治理的总目标,形成了治理的合力,并推动了村庄公共性的生产;二是体育赛事再造了村庄集体化情境和乡村社会控制机制,激活了村庄脸面在乡村治理中的作用,使得村庄惯习得以激活,促进了村庄内生动力的形成。With the promotion of sports to assist rural revitalization by the country and the vigorous development of grassroots mass sports events,mass sports events have provided new ideas for current rural governance.Through the investigation of the governance practice centered on the"W Town Spring Festival Basketball Tournament"in the central Guangxi region,it was found that mass sports events originated from the top-down public service to the countryside action of the country and the bottom-up self-organizing movement of villagers,and have two attributes:"governance objects"and"governance tools".The former is the basic premise for mass sports events to promote rural governance,while the latter is the internal driving force for mass sports events to promote rural governance.From a practical perspective,the prerequisite for mass sports events to promote rural governance is the embedding of the legitimacy,justice,and publicness of sports venues as governance venues;The internal driving force comes from the reproduction of village habits through collective situations and rural control mechanisms in sports events.Therefore,the implementation logic of using mass sports events to promote governance is reflected in two aspects.Firstly,sports venues serve as physical spaces for sports activities,enabling mass sports events to convey the overall goal of rural governance,form a joint force for governance,and promote the production of village publicness;Secondly,sports events have reconstructed the collective situation of villages and the control mechanism of rural society,activating the role of village face in rural governance,activating village habits,and promoting the formation of endogenous driving forces in villages.
