论价值观外交与现实利益的平衡:以欧盟为例

摘　　要：价值观外交是国际政治舞台上一种重要的外交形式和手段。近年来,随着国际政治格局的变化,以价值观为特征的外交现象在国际交往中频频出现。欧盟是地区一体化程度最高的国家集团,在国际舞台上的表现和影响力越来越受到关注。价值观外交在欧盟对外关系中具有显著特征,欧盟追求在广泛的世界关系中秉持和推广其核心价值观,也彰显了欧盟独特的行为体特征。当前,国际政治力量对比正在重组、恰逢百年未有之大变局,对外政策影响力、价值观和现实利益的关系等问题越来越引发学界关注和讨论。本文试图以欧盟价值外交为典型案例,论述对外价值观目标与现实利益的关系,剖析价值观外交的本质。Values diplomacy is an important form and means of diplomacy in the international political arena.In recent years,with the change of the international political pattern,the diplomatic phenomenon characterized by values has frequently appeared in international exchanges.The EU is the group of countries with the highest degree of regional integration,and its performance and influence on the international stage are increasingly attracting attention.Values diplomacy has a significant feature in the EU's external relations,and the EU's pursuit of upholding and promoting its core values in a wide range of world relations also highlights the unique characteristics of the EU as an actor.At present,the international political power balance is being restructured,which coincides with the major changes in a century,and the relationship between foreign policy influence,values and practical interests has attracted more and more academic attention and discussion.This paper attempts to take the value diplomacy of the European Union as a typical case to discuss the relationship between foreign value goals and realistic interests,and deeply analyze the essence of value diplomacy.
