“四专两合力”的内涵、定位与作用——以电信网络诈骗犯罪打击治理为视角

摘　　要：“四专两合力”是伴随着电信网络诈骗犯罪在我国发生、发展而形成的一种理念、治理机制和综合性治理方法。“四专两合力”包括专题研究、专门队伍、专案攻坚、专业技术,抓好内部合力、促成外部合力六个方面的构成要素,每一构成要素又有其特定的内涵。在电信网络诈骗犯罪打击治理过程中,“四专两合力”从理念、治理机制和综合性治理方法三个层面发挥重要作用,但“四专两合力”作用的发挥需要具备一定条件。因此,应当在高度重视运用“四专两合力”的同时,坚持发展的观点,不断完善“四专两合力”的内涵,使之具有更强的适用性。“Four specialties and two synergies”is a concept,governance mechanism,and comprehensive governance method formed with the occurrence and development of telecom and online fraud in China.The“four specialties and two synergies”include six constituent elements:thematic research,specialized units,targeted campaigns,professional skills,internal forces synergy,and external forces synergy.Each constituent element has its specific connotation.In the process of cracking down on telecom and online fraud,the“four specialties and two synergies”play an important role in terms of concept,governance mechanism,and comprehensive governance methods.However,the full play of the“four specialties and two synergies”requires certain conditions.Therefore,while attaching great importance to the“four specialties and two synergies”,we should adhere to the perspective of development and continuously improve the connotation of“four specialties and two synergies”to make it more applicable.
