城市社区精细化治理及优化路径研究--基于西宁市Z区“全科网格”的个案调查

摘　　要：社区是基层社会治理的主要平台和场域,城市社区精细化治理是适应目前大环境的重要治理技术,也是提升基层社会治理效能的重要手段。城市社区精细化治理不仅包含大数据、云计算等科学信息技术的应用,还应包含治理理念的人本取向、治理内容的服务导向、治理制度的科学完善、治理主体多元参与等内容。本文以西宁市城中区“全科网格”治理实践为个案进行深入研究,探讨城市社区精细化治理的内涵及实践,并提出相应的优化路径建议。Community is the main platform and field of grassroots social governance,and urban community fine governance is an important governance technology to adapt to the current environment,but also an important means to improve the effectiveness of grassroots social governance.The fine governance of urban communities not only includes the application of scientific information technology such as big data and cloud computing,but also includes the people-oriented orientation of governance concepts,the service orientation of governance contents,the scientific improvement of governance systems,and the diversified participation of governance subjects.This paper takes the"general grid"governance practice of the central district of Xining City as a case study,discusses the connotation and practice of fine governance of urban communities,and puts forward the corresponding optimization path suggestions.
