乡村振兴背景下农业科研机构驻村帮扶工作实践与思考——以湖南省农业科学院驻点村洪江市沅城村为例

摘　　要：推进乡村全面振兴,是新时代新征程“三农”工作的总抓手。农业科研机构作为科技创新推动农业农村现代化发展的重要参与者,在科技帮扶乡村、促进“三农”发展的道路上探索出一定的成功经验,但也面临不少问题。总结了湖南省农业科学院驻村帮扶工作队在洪江市沅城村产业发展、农文旅融合和人才培养上的工作实践,探讨了沅城村发展所面临的区位交通、人才队伍和规模经营主体培育引进方面的瓶颈问题和现实困境,并以此为例为农业科研机构驻村帮扶工作提出了盘活和挖掘当地资源、培育优势产业、发展智慧农业、加强人才支撑、构建农业科普创新机制及打造差异化乡村农文旅品牌等方面的对策建议,以期为如何通过此种模式来巩固脱贫成果、提升农业农村现代化发展水平和加快推进乡村振兴战略的深入实施提供借鉴。Promoting the overall revitalization of rural areas is the general starting point for the"agriculture,rural areas and farmers"(three rural)work in the new era and on the new journey.As an important participant in promoting the modernization of agriculture and rural areas through scientific and technological innovation,agricultural research institutions have explored some successful experiences in helping rural areas and promoting the development of"agriculture,rural areas and farmers",but they are also faced with many problems.This paper summarizes the work practice of the resident work team dispatched by Hunan Academy of Agricultural Sciences to help Yuancheng Village in Hongjiang City from aspects of industrial development,integration of agriculture,culture and tourism,and talent training,and discusses the bottleneck problems and practical difficulties faced by the development of Yuancheng Village in the aspects of location and transportation,talent team,and cultivation and introduction of large-scale management subjects.Taking this as an example,this paper puts forward some countermeasures and suggestions for the work of resident work teams dispatched by agricultural research institutions to help villages,such as activating and tapping local resources,cultivating advantageous industries,developing smart agriculture,strengthening talent support,building the agricultural science popularization innovation mechanism,and creating differentiated brands of agriculture,culture and tourism in rural areas,so as to provide reference for consolidating the achievements of poverty alleviation,improving the level of agricultural and rural modernization development,and accelerating the indepth implementation of rural revitalization strategy through this model.
