公共安全治理视阈下城市犬治理策略研究

摘　　要：近年来,城市中养犬人数不断增加,城市犬数量呈现饱和状态,在城市养犬带来的问题日益突出的形势下,开始出现“不同程度的犬只伤人”“不文明养犬”“流浪犬无收容、自由繁殖”以及“犬疫传播”“非法虐杀、制作、贩卖狗肉及狗肉制品”等影响市容市貌以及公共安全的现象。为了维护社会治安秩序,保障公共安全,在国家层面建立统一的养犬管理法规,完善相关立法和管理条例,理清各管理主体的责任,建立“多中心、条链式”治理模式,突出基层自治组织的监管,通过科技赋能建立智能化养犬服务体系,试点推广“TNR”流浪犬治理方法,从而提高公共安全治理水平、完善公共安全治理体系。基于此,以期对城市犬治理和治安秩序维护工作有所裨益。In recent years,with the rapid increase of dog keepers in urban areas,the number of dogs in cities has become saturated.As the issues associated with urban dog-keeping become more prominent,many phenomena affecting the city's appearance and public safety have come to the fore.These include"incidents of varying severity caused by dog bites,""uncivilized behaviors in dog-keeping,""stray dogs devoid of shelters and their unregulated breeding,""the spread of dog diseases,"and"illegal activities such as slaughtering dogs or producing,selling dog meat and dog meat products."In order to maintain social order and public safety,this paper advocates for the establishment of a unified dog management regulation at the national level,and the enhancement of relevant legislation and management regulations.Furthermore,the responsibilities of various management authorities should be clarified,and a"multi-centered,chain-styled"governance model should be devised,with emphasis on the supervision by grassroots self-governing organizations.Empowered by new technologies,an intelligent dog management service system needs to be instituted,and the approach of"Trap-Neuter-Return"(TNR)for managing stray dogs should be piloted and popularized,thereby elevating the level of public safety governance and facilitating the completion of a robust public safety governance system.It is anticipated that these suggestions will be conducive to managing urban dogs and maintaining the public order.
