摘 要:中国发展绿电蓄热供暖受风光资源与负荷分布不平衡和行政区域间输电线路相对独立的双重制约。发展跨网联通合作的绿电蓄热供暖有利于解决风光富集省份的弃风弃光问题和受端省份供暖季调峰压力大的问题,同时能降低供热系统低碳化转型成本。基于一项内蒙古的跨网联通合作绿电蓄热供暖项目——阿巴嘎旗项目,利用不完全信息动态博弈模型,提出了跨网联通合作绿电蓄热供暖项目中的送端电力公司的进入条件和利益分配模式。结果表明,跨网联通合作的绿电蓄热供暖项目能够为送端和受端电力公司创造利润7 000余万元,同时为政府创造收入3 000余万元。此外,项目达成合作后年均消纳风电2.55亿kW·h,在运营期内(20 a)共创造环境收益7亿余元。The development of green electric heat storage heating in China is constrained by both the imbalance between wind and solar resources and load distribution,and the relative independence of power transmission lines between administrative regions.Developing cross-network interconnection cooperation for green electric heat storage heating is beneficial to solve the problems of wind and solar curtailment in provinces rich in these resources and the high peak-shaving pressure in receiving provinces during heating seasons,while also reducing the cost of low-carbon transformation of heating systems.Based on a cross-network interconnection cooperation project for green electric heat storage heating in Inner Mongolia-the Abaga Banner project,this study proposes entry conditions for the sending-end power company and profit distribution models in such projects using an incomplete information dynamic game model.The results show that the cross-network interconnection cooperation project for green electric heat storage heating can create profits of over 70 million yuan for both sending-end and receiving-end power companies,while generating over 30 million yuan in revenue for the government.Additionally,after cooperation is achieved,the project can consume an average of 255 million kWh of wind power annually,creating environmental benefits of over 700 million yuan during its operational period(20 a).
