考虑用户价值的天然气资源优化配置研究

摘　　要：我国天然气资源的供应存在季节波动,在用气高峰期容易出现短供情况。同时,随着国家管网的不断发展,天然气市场得到全面开放,天然气销售企业间竞争加剧。如何保证企业经济性和企业未来发展成为天然气销售企业的关键问题。用户价值通过体现用户在多方面对企业的贡献程度,为决策者提供资源优化配置的依据。因此提出了考虑用户价值的天然气资源优化配置方法。在天然气供不应求的情况下,定义用户经济发展价值和用气平稳性价值,使用AHP-熵权法-TOPSIS法对天然气用户价值进行量化,构建以企业经济效益最大化和用户价值最大化为目标的多目标优化模型,并采用改进的NSGA-Ⅱ算法进行求解。最后,通过算例分析验证了提出模型的可行性和有效性。China′s natural gas supply experiences seasonal fluctuations,leading to potential shortages during peak demand periods.Furthermore,with the continuous development of the Pipe China and the full opening of the natural gas market,competition among natural gas sales companies has intensified.Ensuring both economic viability and future growth has become paramount for natural gas sales companies.User value,which reflects the contribution of users in various aspects,provides decision-makers with a basis for resource optimization.Therefore,this paper proposes a natural gas resource optimization allocation method that considers user value.In scenarios where demand exceeds supply,we define economic development value and gas consumption stability value for users.We quantify user value using the AHP-entropy weight-TOPSIS method,construct a multi-objective optimization model aiming to maximize both company economic benefits and user value,and employ an improved NSGA-II algorithm to solve the model.Finally,a case study demonstrates the feasibility and effectiveness of the proposed model.
