我国农业多功能性的重塑与路径找寻——基于价值管理的视角

摘　　要：“农业价值低”的认知偏差是长期以来阻碍我国“三农”问题有效解决的一个重要因素,多功能理论为农业价值重塑与提升提供了指引。由于与“自然-社会”系统之间存在紧密的耦合关系,因此农业除了传统经济产出功能以外,还具有保障粮食安全、促进社会公平的社会功能,以及调节生态、传承文化的生态功能。这些多功能所体现出的价值由于市场局限以及政策不完善而常常表现出一定的扭曲与对立。结合我国现代农业发展的实践与价值管理取向,围绕农业的价值驱动因素、价值创造共享以及补偿机制,重点可以从以下方面入手促进农业多功能价值的充分发挥:第一,围绕经济功能价值找寻,强化农业产业的价值创造与增值;第二,围绕社会功能价值找寻,保障农业价值的公平共享;第三,围绕生态功能价值找寻,推动农业生态产品的价值增值、补偿和变现。The cognitive bias of“low agricultural value”has long been a logical source of“three rural issues”in China.The theory of agricultural multi-function provides guidance for the reconstruction of agricultural value.Because of the close coupling relationship with the“nature-society”system,agriculture has not only the traditional economic output function,but also the social function of ensuring food security,promoting social equity,and the ecological function of regulating ecology and inheriting culture.Because of the limitation of market and the imperfection of policy,the value of these multi-functions often shows some distortion and opposition.Combined with modern agricultural practice and the orientation of value management in China,focusing on the value driving factors,value creation sharing and compensation mechanism,we can promote the full play of multi-functional value of agriculture from the following aspects:firstly,strengthen the value creation and appreciation of agricultural industry around the economic function value seeking;Secondly,ensure the fair sharing of agricultural value around the social function value seeking;Thirdly,promote the value increment,compensation and realization of agricultural ecological products around the ecological function value seeking.
