摘　　要：依据《中华人民共和国特种设备安全法》和《特种设备使用单位落实使用安全主体责任监督管理规定》(国家市场监督管理总局令第74号)(以下简称74号令)等相关法律法规要求,通过对某地区公园景区50家大型游乐设施使用单位[141台(套)大型游乐设施]开展使用管理质量监督抽查工作,并将梳理排查出的198条问题进行全覆盖、多指标、多维度的统计分析,揭示了当地大型游乐设施使用单位贯彻实施74号令情况及使用管理质量水平现状,提出了相关建议和管理措施,对压实企业安全主体责任,并为监管部门优化监管政策提供了依据和数据支撑。In accordance with the“Special Equipment Safety Law of the People’s Republic of China”,“Special Equipment Users to Implement the Use of Safety Main Responsibility Supervision and Management Provisions”(Order No.74 of the State Administration for Market Regulation)(hereinafter referred to as order No.74)and other relevant laws and regulations,through the use and management quality supervision and spot check of 50 large-scale amusement device users(141 sets of large-scale amusement devices)in a regional park and scenic spot,and carried out a full coverage,multi-index and multidimensional statistical analysis of the 198 problems sorted out.It reveals the implementation of Order No.74 by local large amusement facilities users and the status quo of the quality level of use management,and puts forward relevant suggestions and management measures,which provides a basis and data support for the safety main responsibility of compacting enterprises and for the regulatory authorities to optimize regulatory policies.
