低碳约束下兼顾碳减排与经济集聚探究

摘　　要：实现降碳与经济的协同发展,是推动我国高质量发展的内在要求。其中,明晰低碳约束的经济影响显得尤为重要。基于中国2011—2020年30个省份面板数据,利用有限信息最大似然法及中介效应模型,实证分析低碳约束对经济集聚的影响及作用机制。研究发现:①低碳约束对经济集聚的影响表现为先促进后抑制的倒“U”型特征,经过稳健性检验后该结论仍成立。②异质性分析发现,低碳约束对经济集聚的影响因地区、低碳约束强度不同而存在差异。③机制检验发现,低碳约束通过影响产业结构高级化,进而对经济集聚表现出先促进后抑制的非线性关系。据此提出,中央政府应制定科学合理的低碳减排目标,低碳约束目标加强时,应配套出台相应的经济扶持政策,地方政府也应发挥“自主有为”的作用,为实现“降碳、减污、扩绿、增长”协同发展共同努力。To achieve the coordinated development of carbon reduction and economy is an inherent requirement for promoting high-quality development in China.Among them,it is particularly important to clarify the economic impact of low-carbon constraints.Based on the panel data of 30 provinces in China from 2011 to 2020,this paper empirically analyzes the impact and mechanism of low-carbon constraints on economic agglomeration using limited information maximum likelihood method and mediation effect model.The research finds that:①The impact of low-carbon constraints on economic agglomeration is an inverted"U"type characteristic that first promotes and then inhibits,and this conclusion remains valid after robustness test.②Heterogeneity analysis reveals that the influence of low-carbon constraints on economic agglomeration varies across different regions and in relation to the intensity of low-carbon constraints.③Mechanism test finds that low-carbon constraints have a nonlinear relationship with economic agglomeration that first promotes and then inhibits by affecting the upgrading of industrial structure.Based on this,it is proposed that the central government should formulate scientific and reasonable low-carbon emission reduction targets,and when the low-carbon constraints target is strengthened,corresponding economic support policies should be introduced.Local governments should also play a"self-reliant"role and make joint efforts to achieve the coordinated development of"carbon reduction,pollution reduction,green expansion and growth".
