煤炭行业高质量发展耦合协调测度与障碍识别

摘　　要：为准确把握煤炭行业高质量发展水平,探寻制约因素,从新发展理念视角构建评价指标体系,运用熵权法、修正的耦合协调度和障碍度模型,实证了2015—2022年我国煤炭行业高质量发展情况。结果表明:①我国煤炭行业高质量发展水平稳步提升,但整体水平不高、内部发展不平衡且阶段性特征明显。绿色低碳、开放竞争和创新高效的支撑作用日益凸显;②煤炭行业高质量发展五大系统间耦合度处于磨合阶段,以初级协调和中级协调为主。耦合协调度持续改善,实现从濒临失调向初级协调的跨越,但离优质协调差距较大;③增长共享和协调安全成为制约我国煤炭行业高质量发展耦合协调的主要系统因素。主要障碍指标的制约作用日益增强。地勘经费投入强度、矿业权出让收益、行业产值区域差异、绿色矿山比重、行业就业贡献等指标的平均障碍度较大。In order to accurately grasp the high-quality development level of coal industry and find constraints,the paper built an evaluation index system from the perspective of new development concepts,used the entropy weight method,revised coupling coordination degree and obstacle degree model to demonstrate the high-quality development of coal industry from 2015 to 2022.The results show that:①The high-quality development level of coal industry has steadily improved,but the overall level is not high,the internal development is unbalanced,and the phased characteristics are obvious.The supporting role of green and low-carbon,open competition,innovation and efficiency has become increasingly prominent.②The coupling between the five major systems for high-quality development of the coal industry is in the running-in stage,with primary coordination and intermediate coordination as the main focus.The degree of coupling coordination continues to improve,achieving a leap from near-imbalance to primary coordination,but there is a big gap between highquality coordination.③Growth sharing and coordinated security have become the main systemic factors restricting the coupling and coordination of high-quality development of my country’s coal industry.The restrictive role of major obstacle indicators is increasing day by day.The average obstacles in indicators such as investment intensity of geological prospecting funds,income from mining rights transfer,regional differences in industry output value,proportion of green mines,and industry employment contribution are relatively large.
