摘　　要：采用文献资料、逻辑分析等研究方法,基于哈尔滨亚冬会背景下,研究认为,冰雪产业高质量发展的内在逻辑是以马克思经济发展质量思想为依据,以经济发展方式优化、产业结构优化、消费结构优化为突破,以资本效率、劳动效率、体制机制效率提升为中心,以发挥冰雪产业经济效益和社会效益为重点,以资本、技术、政策资源注入为关键。针对我国冰雪产业高质量发展出现的人力资本结构性制约、资源依赖异质性制约、科技创新技术性制约和消费吸力拉动性制约等现实问题,提出加强顶层设计,发挥有为政府作用;实现差异竞争,构建冰雪产业链式发展;聚焦技术创新,推动冰雪产业协同创新;增强人才储备,满足冰雪市场需求的推进举措。Through research methods such as literature and logical analysis,and based on the background of Harbin Asian Winter Games,it is believed that the internal logic of high-quality development of ice and snow industry is based on Marx’s thought on the quality of economic development,with the optimization of economic development mode,industrial structure and consumption structure as a breakthrough,and the improvement of capital efficiency,labor efficiency and institutional efficiency as the center.To exert the economic and social benefits of the ice and snow industry as the focus,with the injection of capital,technology,policy resources as the key.In view of the practical problems of the high-quality development of China’s ice and snow industry,such as the structural constraints of human capital,the heterogeneity of resource dependence,the technical constraints of scientific and technological innovation and the constraints of consumption suction,it is proposed to strengthen the top-level design and play a role in government;To realize differential competition and build chain development of ice and snow industry;Focus on technological innovation and promote collaborative innovation in the ice and snow industry;Promote measures to enhance talent reserve and meet the needs of the ice and snow market.
