摘　　要：运动员转会对于国家队表现、技战术创新和运动员发展具有重要的意义。本文运用文献资料法等研究方法,从海外留洋、外援引进、境内转会和球员流动率等方面对比分析了中国排球超级联赛运动员转会的实践;探讨了我国排球超级联赛运动员转会中全运会竞赛体制的负面羁绊、球员人力资本存量严重萎缩、俱乐部职业化建设进程缓慢、联赛运营方管办不分的藩篱、运动员转会制度的政策短板等问题的成因。同时,针对性地提出了改进对策:破除体制机制桎梏,创新全运会参赛办法;畅通球员上升路径,多渠道培养后备人才;明晰俱乐部的产权,推进球队实体化改革;深化管理体制改革,构建联赛运行新机制,借鉴国内国际经验,完善运动员转会政策。The transfer of athletes is of great significance to the national team performance,the technical and tactical innovation and the development of athletes.By using the methods of literature review,interviews and mathematical statistics to comparatively analyzed the current situation of Chinese Volleyball League player transfers from the aspects of overseas transfer,introduction of expatriate players,domestic transfer and player turnover rate.This paper discusses the causes of the transfer problem of Chinese Volleyball Super League players,such as the negative fetters of the competition system of the National Games,the serious shrinkage of the player’s human capital stock,the slow progress of professionalization of clubs,the indiscriminate management of league operators,and the policy shortcomings of the athlete transfer system.At the same time,it puts forward some improvement measures,mainly involving:Break the shackles of the system and mechanism,and innovate the way to participate in the National Games;Smooth the upward path of players and cultivate reserve talents through multiple channels;Clarify the property rights of the club and promote the substantive reform of the team;Deepen the reform of management system and build a new mechanism for league operation;Learn from domestic and international experience and improve the transfer policy of athletes.
