全面开放新格局下国家级西藏吉隆边境经济合作区创新发展研究

摘　　要：2022年国务院批准西藏设立国家级吉隆边境经济合作区,为推进西藏面向南亚开放大通道的建设实践再次注入了强大动力。“吉隆边合区”的创新发展对于西藏推动形成全面开放新格局、补齐沿边开放的短板、促进毗邻南亚国家的开放合作意义重大、影响深远,其目标定位及发展条件关涉吉隆边境经济合作区在产业协同、创新示范以及平台交流等诸多方面的核心要务。但其进一步发展却面临产业发展不集聚、管理体制不匹配以及对尼贸易失衡等方面的挑战,归根结底是国家宏观管理与市场经济发展的矛盾问题。新发展阶段以“一带一路”倡议和双循环新发展格局为重点推动形成全面开放格局背景下,吉隆边境经济合作区需要通过持续提升营商软环境、转型升级管理体制、深化开放合作机制等路径,实现创新发展。In 2022,the State Council approved the establishment of the national-level Gyirong Border Economic Cooperation Zone in Xizang,which once again injected strong impetus into the construction of Xizang's open channel to South Asia.The innovative development of the“Gyirong Border Cooperation Zone”is of great significance and far-reaching impact for Xizang to promote the formation of a new pattern of comprehensive opening up,make up for the shortcomings of border opening up,and promote open cooperation with neighboring South Asian countries.Its goal positioning and development conditions are related to the core tasks of the Gyirong Border Economic Cooperation Zone in many aspects such as industrial collaboration,innovation demonstration and platform exchange.However,its further development faces challenges such as lack of industrial development concentration,mismatched management system and imbalanced trade with Nepal.In the final analysis,it is a contradiction between national macro-management and market economic development.In the new development stage,with the“Belt and Road”initiative and the new development pattern of dual circulation as the focus of promoting the formation of a comprehensive opening-up pattern,the Gyirong Border Economic Cooperation Zone needs to achieve innovative development by continuously improving the soft business environment,transforming and upgrading the management system,and deepening open cooperation mechanisms.
