摘  要:目的构建科室科研绩效考核指标体系,为评价科室科研提供科学、全面、系统标准提供参考。方法在平衡计分卡的理论框架下,通过文献研究和半结构式访谈拟定指标体系初稿,采用德尔菲法对23名专家进行2轮函询,运用层次分析法确定各级指标的权重。结果2轮专家函询问卷的有效回收率均为100%,权威系数均为0.940。肯德尔协调系数(Kendall'sW)分别为0.230和0.251。最终确定的科室绩效考核指标体系包括4个一级指标,17个二级指标,58个三级指标。结论基于平衡计分卡理论,将医院发展战略与科研绩效评价有机结合,构建出科学且适应医院科研发展的评价指标体系,为推动医院科研工作的发展及科研绩效评价提供了新的思路。Objectives This study aims to establish the performance assessment index system for scientific research in hospital departments so as to provide evidence for building a comprehensive,systematic and quantifiable standard for assessment system.Methods Under the theoretical framework of the balanced scorecard,a preliminary draft of the indicator system was drawn up through literature research and semi-structured interviews.The Delphi method was used to conduct two rounds of correspondence with 23 experts,and the hierarchical analysis method was used to determine the weights of indicators at all levels.Results The effective recovery rates of the two rounds of expert letter questionnaires were both 100%,and the authority coefficients were both 0.940.The Kendall's coefficient of coordination(Kendall's W)was 0.230 and 0.251 respectively.The final department performance appraisal index system included 4 first-level indicators,17 second-level indicators,and 58 third-level indicators.Conclusions Based on the balanced scorecard theory,the hospital development strategy and scientific research performance evaluation are organically combined to construct a scientific evaluation index system that is suitable for the hospital's scientific research development,providing new ideas for promoting the development of hospital scientific research work and scientific research performance evaluation.
