数字政府建设对农民工就业质量的影响研究

摘　　要：提高农民工就业质量是实现共同富裕的必然要求。数字政府作为一种新型政府治理模式,对区域就业环境产生了深远影响。文章通过匹配中国劳动力动态调查数据和国脉电子政务网发布的省级政府网站绩效评估数据,探讨了数字政府建设对农民工就业质量的影响及作用机制。研究发现:数字政府建设显著提高了农民工就业质量,且对工资收入、福利保障、工作稳定性的提升效应更为明显。作用机制分析结果表明,数字政府建设可以通过强化信息传递、规范企业用工行为、加速市场一体化进程对农民工就业质量产生正向影响。异质性分析表明,数字政府建设具有一定程度的“扶弱”效应,其就业质量提升效应对年龄较大、个人能力较低、收入较低的农民工更加明显。时变性分析表明,随着数字政府建设的持续推进,其对农民工就业质量的提升效应不断增强。文章为数字经济时代深入实施就业优先战略、健全困难群体就业促进机制提供了有益借鉴。Improving the employment quality of migrant workers is an intrinsic requirement for achieving common prosperity.As a new model of government governance,digital govermment has profound impacts on the regional employment environment.Using the matched data from the China Labor-force Dynamics Survey and the Provincial Government Website Performance Evaluation Program published by the GUOMAI E-Government Network,this study explores the impact of digital government construction on the employment quality of migrant workers and its mechanisms.We find that digital government construction significantly improves the employment quality of migrant workers,particularly their wage income,welfare benefits,and job stability.The impacts are realized mainly through strengthening information transmission,regulating enterprise employment practices,and accelerating market integration.Our analyses also suggest significant heterogeneity in the effects,with greater improvement effects on the older migrant workers with lower personal ability and lower income levels,indicating an impact of"supporting the weak".The digital government construction progress also shows an enhancing positive impact on migrant workers'employment quality.This study provides insights for improving the employment promotion strategy for the disadvantaged workforce in the era of digital economy.
