摘 要:社区福利治理是社会治理的重要内容,也是社区治理的创新实践领域。从我国当前社区福利实际情况看,社区福利治理主要包含社区福利项目递送、社区福利资金募集和社区福利设施营造三个方面。通过对成都市社区福利治理的调研考察和文献梳理,结合对成都市13个社区内社区工作人员与居民的深度访谈,研究结果表明,成都市社区福利治理有着创新性的先进经验,也存在一些不足和问题,主要表现为资金可持续性不足、社区福利设施普遍较为欠缺、社区居民参与社区福利治理的程度和积极性不高、社区工作人员负担较重等。为此,需要从社区福利治理的主体及其结构、社区福利治理的服务对象、社区福利治理的制度创新几个方面着手,规范社区福利治理主体的权责范围,加强党委领导,理顺社区福利治理的“横纵”关系,逐步提高社区福利治理水平,增加社区福利的财政资金支持,明确社区保障基金归属。Community welfare governance is not only the significant part of social governance, but also an innovative and practical area of community governance. From the actual situation of community welfare in China,community welfare governance mainly includes welfare project delivery, welfare finance raising and welfare facilities constructing. According to an investigation and literature review of community welfare governance in Chengdu as well as in-depth interviews with 18 community workers and 16 residents among 13 communities,this article finds that Chengdu shows innovative and advanced experience of the community welfare governance.However some shortcomings and problems exist such as the finance is not sustainable, community welfare facilities are not enough to fill the demand, residents show low degree and enthusiasm to participate in the community welfare governance, and the community residents committee members suffer heavy burdens. To solve these problems,it's necessary to focus on the subjects and their structure of community welfare governance, the service recipients of community welfare governance, and institutional innovation in community welfare governance. The first thing is to define the scope of the power and responsibility of community welfare governance subject. The second is to strengthen the leadership of the Party committee and Party organizations should play a role of “integration” and “leading”. The third is to rationalize the “vertical and horizontal” relationship and to smooth governance systems.The fourth is to gradually boost community welfare governance capacity based on caring special groups. The fifth is to increase financial support for community welfare and clarify the ownership of community security funds.
