摘　　要：针对国家提出的“加速产学研一体化进程,攻克‘卡脖子’核心关键技术”的重大战略需求,本研究聚焦大连市实质性产学研联盟和创新联合体研究现状,探讨产学研联盟助力大连市新质生产力发展的对策。文章阐述了国内外产学研联盟和创新联合的发展情况、组建形式、大连市产学研联盟和创新联合体的现状以及存在问题。借鉴北京、深圳和浙江产学研联盟和创新联合体的优秀做法,并结合大连市存在的问题,从产学研联合和创新联合体,加快核心技术攻关,助力新质生产力发展各要素入手提出相应的策略。研究可为构建产学研深度融合的创新联合体提供实践上的指导和启示。Facing the national strategic demand to"accelerating the integration process of industry,academia and research,and overcoming the‘tricky’core key technologies",this paper focuses on the current situation of substantial industry-university-research alliances and innovation consortia in Dalian.It discusses strategies for these alliances to support the development of new quality productivity in Dalian.The paper elaborates on the development,formation methods,current status,and existing problems of industry-university-research alliances and innovation consortia both domestically and internationally.By drawing on the exemplary practices of Beijing,Shenzhen,and Zhejiang,and considering the issues faced by Dalian,it proposes corresponding strategies starting from the aspects of joint industry-university-research efforts and innovation consortia,accelerating breakthroughs in core technologies,and supporting the development of various elements of new quality productivity.This provides practical insights into advancing the construction of deeply integrated industry-university-research innovation consortia.
