摘　　要：为了促进在公共供水管网各非居民用水户间开展用水权市场化交易,解决明晰水权的问题,基于用水权确权原则,根据用水定额、历史用水量和行业发展强度等因素,制定了3种确权方法。以某研究区非居民用水户为例,将确权方法进行实例应用,以此为基础开展公共供水管网非居民用水户用水权市场化交易模拟研究,测算用水权市场化交易供需缺口,分析交易需求量与供给量的平衡关系。研究得出了用水权市场化交易空间及政府收储适宜规模,提出了用水权市场化交易实现路径和政策建议。In order to explore the marketization of water rights transactions in public water supply networks and address the issue of clarifying water rights,based on the principle of confirming water rights,three methods were formulated according to factors such as water quota,his⁃torical water consumption and industry development intensity.Taking non⁃resident water users in a research area as an example,the exact method was applied as an example.On this basis,a simulation study on the market⁃oriented trading of water rights for non⁃resident users of public water supply pipeline networks was carried out,the gap between the market⁃oriented trading of water rights was measured,and the balance between transaction demand and supply was analyzed.The research shows that the market⁃oriented trading space of water rights and the appropriate scale of government collection and storage,and put forward the path and policy and system suggestions for the realization of market⁃oriented transactions of water rights.
