摘  要:为解决水利工程建设征地移民工作中存在的信息获取效率低、信息管理成本高、信息服务水平低等问题,基于“互联网+云架构”体系,以WebGIS技术和数据库管理系统(DBMS)为支撑,采用面向对象的Java EE开发平台以及AOP等软件开发技术,开发一套水利工程移民工作全生命周期信息系统。该系统为移民管理机构、项目业主、设计单位、移民群众等各利益相关方提供移民信息动态采集、处理、存储、分析、管理、决策支持、展示、信息发布等全方位数据服务,满足水利工程移民项目全生命周期的业务需求。该系统在黄河黑山峡水利枢纽、古贤水利枢纽等工程移民中进行实践应用,显著提高了移民工作数据管理水平和使用效能,取得了良好的经济和社会效益。In order to solve the issues of low efficiency of information acquisition,high cost of information management and low level of infor⁃mation service in the work of land acquisition and resettlement for hydraulic engineering works construction,based on the“internet+cloud architecture”system,supported by WebGIS technology and database management system(DBMS),and adopting object⁃oriented Java EE development platform,AOP and other software development technologies,a set of life cycle information system for resettlement of hydraulic engineering projects was developed.This system provided comprehensive data services such as dynamic collection,processing,storage,anal⁃ysis,management,decision support,display and information release for various stakeholders including resettlement management agencies,project owners,design units and resettlement communities,meeting the business needs of the entire lifecycle of resettlement project of hy⁃draulic engineering works.The system had been practically applied in projects such as the Heishanxia Hydro⁃Junction Project on the Yellow River and Guxian water conservancy Project,significantly improving the level of data management and utilization efficiency in resettlement work,and achieving good economic and social benefits.
