摘　　要：国家创新体系是党的二十大作出的重要战略部署,是全面建设社会主义现代化强国的应有之义。优化国家创新体系并非无源之水,无本之木,是党和国家基于马克思主义科技创新理论、宪法基本国策条款以及我国高质量发展的审慎考量。优化国家创新体系是一个系统工程,科教兴国战略奠定了其基础支撑,创新驱动发展战略提供了其动力源泉,人才强国战略是其主体保障,最终建构了系统完备、科学有效的制度架构。为了推动国家创新体系的健康和可持续发展,必须强化国家创新体系的法治引领、坚持和完善党对国家创新体系的领导、发挥社会主义举国创新体制优越性,以全面提升国家整体创新能力,为强国建设、民族复兴注入不竭创新精神动力。The national innovation system is an important strategic deployment made by the Party’s 20th plan,and it is an integral part of building a modern socialist country in an all-round way.Optimizing the national innovation system is not a water without a source or a tree without roots.It is a prudent consideration for the Party and the state based on the Marxist scientific and technological innovation theory,the basic state policy provisions of the Constitution and China’s high-quality development.As a systematic project,optimizing the national innovation system contains the strategy of rejuvenating the country through science and education,the innovation-driven strategy and the strategy of reinvigorating the country through talents,which respectively constitute the basic support,power source and main guarantee of the national innovation system.In order to promote the healthy and sustainable development of national innovation system,it is necessary to strengthen the legal guidance of the national innovation system,uphold and improve the party leadership of the national innovation system,play the socialist innovation system superiority,to improve the overall innovation ability,to build national rejuvenation into the inexhaustible innovation spirit.
