摘　　要：电力现货市场作为电力市场改革的核心组成部分,通过供求关系和市场价格的自由决定,可为发电企业、能源交易商及最终用户创造更为灵活、高效的交易环境。湖北省作为国家第二批电力现货市场改革试点场所,结合当地环境、产业等客观因素,得出适宜的初步政策是探索电力市场改革的关键环节。利用第一批电力现货市场试点地区的已有经验,分析当地自然环境、发电结构、电力使用情况等条件,并与湖北省条件进行横向对比,筛选可参考的运营政策,以新能源为切入点,针对未来湖北省电力现货市场由短周期运行向长周期连续运行逐步过渡的形势,探寻湖北省电力现货市场的运营策略。As a core component of electricity market reform,the electricity spot market can create a more flexible and efficient trading environment for power generation enterprises,energy traders and end-users through the free determination of supply and demand relationships and market prices.Hubei Province is the second batch of pilot sites for the reform of the national electricity spot market,and a key link in exploring the reform of the electricity market in Hubei Province is obtaining appropriate preliminary policies combined with the objective factors such as local environment and industry.Based on the existing experiences of the first batch of pilot areas for the electricity spot market,and by analyzing local natural environment,power generation structure,electricity usage and other conditions and comparing them horizontally with the conditions in Hubei Province,the referred operating policies are screened.Taking new energy as the entry point,the operating strategies of Hubei Province electricity spot market are explored in response to the gradual transition from short-term operation to long-term continuous operation in the future.
