摘 要:海洋装备数据是船舶领域数字化建设的基础性战略资源,其安全共享是打破集团、军地信息孤岛,实现穿透式管理的基石。但由于存在海洋装备数据所有权与使用权不明晰、数据涉及敏感的船舶性能和技术参数、数据泄露难以追溯等问题,各单位之间数据孤立,数据共享进展缓慢。本文结合区块链、知识图谱、加密技术、联邦学习和用户画像等技术,提出一种“存储分节点、访问需授权、行为可追溯”的全寿期数据安全共享方案,涵盖数据存储流通、访问控制、使用管理等方面,支撑海洋装备数据长期有序、安全可靠的管理,为各单位提供安全便捷的数据共享服务。Marine equipment data is a fundamental strategic resource for the digitization of the maritime industry,serving as the cornerstone for breaking down information silos among groups and military-civilian sectors,enabling comprehensive management.However,challenges such as unclear ownership and usage rights of marine equipment data,involvement of sensitive ship performance and technical parameters,and the difficulty of tracing data leakage hinder the progress of data sharing,leading to isolation among units.This paper proposes a whole-life data security sharing solution,integrating blockchain,knowledge graph,encryption technology,federated learning,and user profiling.The proposed approach emphasizes"decentralized storage,authorized access,and traceable behavior"to address the challenges.It covers aspects of data storage,circulation,access control,and usage management,to support the long-term orderly,safe,and reliable management of marine equipment data,and to provide secure and reliable management for each unit.
