摘　　要：近两年,随着经济形势的变化,关于中国和日本的对比多了起来。2024年10月,《金融时报》的一篇文章再次激起了中国经济是否会“日本化”的讨论。文章认为:中国的低生育使得需求不振,造成低增长,会导致低通胀;而为了摆脱通缩、恢复增长,政策一定会长期维持低利率。这“四低”,由于起点是短期内不可改变的人口趋势,故而将定义中国未来数十年的经济状况。This article explores the concept of social policy and its evolution into the welfare state,especially in response to the risks faced in industrial societies.Drawing on Esping-Andersen's definition of social policy as the public management of social risks,the article discusses its adaptation from traditional to modern contexts.It highlights the limitations of welfare states in addressing the systemic and pervasive risks of today's"risk society"characterized by technological and global threats.It argues for the innovation of social policy frameworks to better address contemporary challenges,proposing approaches like Universal Basic Income to managerisksequitably.
