规范财富积累机制的现实难题及其突破路径

摘　　要：规范财富积累机制以强监管、防风险、促共富为主线,有利于服务中国式现代化大局。准确把握规范财富积累机制的着力方向,需要探索财富积累机制的构成要素、作用原理和运行规律。通过对居民、企业、政府、国外四部门财富积累活动及其互动关系的分析,总结厘清财富积累的动力机制、作用机制、长效机制和平衡机制。在实际运行过程中,上述四大机制暴露出不同程度的问题。依据财富积累机制运行的问题指向,规范财富积累机制应践行“新财富观”凝聚中国特色社会主义财富积累新共识,打造“新要素市场”释放财富创造潜力,建立“新规范体系”赋能财富可持续积累,以“新激励手段”达成更高水平的财富积累效率和公平。Standardizing the wealth accumulation mechanism takes strengthening supervision,preventing risks and promoting common prosperity as the main line,which is conducive to serving the overall situation of Chinese path to modernization.Accurately grasping the direction of standardizing the wealth accumulation mechanism requires exploring the constituent elements,principles,and operating rules of the wealth accumulation mechanism.By analyzing the wealth accumulation activities and their interactive relationships among residents,enterprises,governments,and foreign departments,summarize and clarify the driving mechanism,functional mechanism,long-term mechanism,and balance mechanism of wealth accumulation.In actual operation,the above four mechanisms have exposed varying degrees of problems.Based on the problem orientation of the operation of the wealth accumulation mechanism,standardizing the wealth accumulation mechanism should practice the"new wealth concept",consolidate the new consensus of wealth accumulation with Chinese characteristics,create a"new factor market"to unleash the potential of wealth creation,establish a"new regulatory system"to empower sustainable wealth accumulation,and achieve higher levels of wealth accumulation efficiency and fairness through"new incentive measures".
