摘 要:近年来,随着经济的快速发展,各类灾害事故隐患和安全风险交织叠加、易发多发,影响城市公共安全的因素日益增多。构建智能化的多网多层级泛在叫应系统,成为国家和社会稳定持续发展、为人民生命健康及财产安全提供精准保障的重大战略需求。该系统综合应用新一代信息通信技术和人工智能技术,在灾害事故的应急处置与救援环节中,将信息通信延伸到“最后一公里”,确保在“断电、断网、断路”的“三断”场景下仍能实现泛在叫应能力。这标志着预警信息从“推送式响应”向“强迫式叫应”的转变,全面提升了对各类灾害事故应急处置与救援的智能化和精准化水平。In recent years,with the rapid development of the economy,various types of disasters,accidents,hidden dangers,and safety risks have become intertwined and prone to occur,and the factors affecting urban public safety are increasing day by day.Building an intelligent multi network,multi-level ubiquitous response system has become a major strategic requirement for the stable and sustainable development of the country and society,and for providing precise guarantees for people's lives,health,and property security.This system comprehensively applies the new generation of information and communication technology and artificial intelligence technology,extending information and communication to the“last mile”in the emergency response and rescue process of disasters and accidents,ensuring that ubiquitous call response capability can still be achieved in the“three disconnection”scenarios of“power outage,network disconnection,and circuit disconnection”.This marks the transformation of warning information from“push response”to“forced response”,comprehensively improving the intelligence and precision level of emergency response and rescue for various disasters and accidents.
