摘　　要：目的 基于医院实践管理视角搭建肿瘤专科医院质量与安全管理评价指标体系,为评价周期内医院质量安全改进情况提供科学依据。方法 采用文献研究、半结构化访谈等方法梳理形成原始评价指标池,再通过德尔菲法、层次分析法确定评价指标体系和权重,最后采用加权TOPSIS法进行实证案例分析。结果 两轮德尔菲专家咨询问卷有效回收率分别为93.33%和100.00%,权威系数为0.724,Kendell’s W系数均在0~1之间,一致性比率<0.1,评价指标通过一致性检验,经讨论构建了8个维度31个评价指标的评价指标体系。维度层面“医务管理”权重最大(24.174%),评价指标层面“一级质控得分率”权重最大(7.505%)。加权TOPSIS结果显示:2023年中第四季度质量与安全评价得分最高。结论 基于医院实践管理视角构建的肿瘤专科医院质量与安全管理评价指标体系具有科学性和可操作性,样本医院的质量与安全管理能力在不断提升。Objective Based on the perspective of hospital practice management,the quality and safety management evaluation system of cancer hospitals was established to provide a scientific basis for the improvement of hospital quality and safety in the evaluation cycle.Methods A preliminary evaluation index pool was formed by literature research and semi-structured interview,and then the evaluation index system and weight were determined by Delphi method and Analytic Hierarchy Process.Finally,weighted TOPsIS method was used for empirical case analysis.Results The effective recovery rates of the two rounds of Delphi expert consultation questionnaires were 93.33%and 100.00%,the authority coefficient was 0.724,the Kendell's W coefficient was between 0 and 1,and the CR was<0.1.The evaluation indexes passed the consistency test.After discussion,an evaluation system of 8 dimensions and 31 evaluation indexes was constructed.At the dimension level,the weight of"medical management"is the largest(24.174%),and at the evaluation index level,the weight of"first-level quality control score rate"is the largest(7.505%).The weighted TOPSIS results show that the quality and safety evaluation score in the fourth quarter of 2023 is the highest.Conclusion The evaluation index system of quality and safety management of cancer hospitals based on the perspective of hospital practice management is scientific and operable,and the quality and safety management ability of sample hospitals is constantly improving.
