智慧服务背景下高校图书馆读者数据的安全风险及协同治理对策研究

摘　　要：高校图书馆及智慧服务平台应将读者原始数据与个人信息处理为数据产品,但存在破坏产品可用性与可靠性的安全风险。立足于数字生态体系中数据安全、服务增效、读者创新等需求间的强关联,图书馆应用协同治理理论,发挥图书馆智慧服务中的关键节点作用,赋能读者创新来提高其对服务的价值感知度和参与度。图书馆通过决策、管理、服务协同,强化读者在数据安全治理中的知情同意,从而促使读者利用产品与创新;借鉴平台经验提高产品供给效率,从而优化创新条件;参与对平台的监督来协助其拓展理性,从而降低安全风险并提升创新效果。University libraries and smart service platforms should process readers'original data and personal information into data products,but there is a security risk of damaging the usability and reliability of the products.Based on the strong correlation between data security,service effi ciency and readers'innovation in the digital ecosystem,libraries should apply the theory of collaborative governance,play the role of key nodes in library smart services,and empower readers'innovation to improve their value perception and participation in services.Through the synergy of decision-making,management,and service,libraries can strengthen readers'informed consent in data security governance,thus prompting readers to make use of the products and innovations;draw on the experience of platforms to improve the effi ciency of product supply,thus optimizing the conditions for innovation;and participate in the supervision of platforms to assist them in expanding their rationality,thus reducing the security risk and enhancing the effect of innovation.
