区域社会治理的实践探索——以郑州航空港经济综合实验区为例

摘　　要：党的二十大报告指出要提升社会治理效能,这就需要理论和实务界不断加强区域社会治理创新。作为一个国家级航空港经济发展先行区,郑州航空港经济综合实验区提出的党建引领精管善治“一核五系”建设模式,在促进经济和社会发展的同时也逐步凸显其行政效率不高、相关产业供给侧改革不充分、社会治理动力不足等问题。分析郑州航空港经济综合实验区的社会治理和产业经济发展现状,提出以法治、服务型政府建设为引领,以民权为中心,以产业发展为根本,以社会和谐为目标,以法治文化为精神支柱的“产业+治理”融合的区域社会治理模式。Entering the new era,the situation which social governance faces is increasingly complex,there is a long-standing contradiction between the significant regional differences and the solidified regional governance model in China,the 20th National People's Congress of the Communist Party of China pointed out:to enhance the social governance efficiency,this needs to strengthen the regional social governance innovation in theory and practice.This paper studies the social governance of Zhengzhou Airport Economic Comprehensive Experimental Area as a case study.As a national first area for airport economic development,this area brings forward the construction mode of"one core and five systems"guided by Party construction,fine management and good governance.While promoting economic and social development,it also gradually highlights such problems as low administrative efficiency,insufficient supply-side reform of relevant industries and insufficient impetus for social governance construction.This article analyzes the current situation of social governance and industrial economic development in Zhengzhou Airport Economic Experimental Area,and puts forward the governance model of"industry+governance",which takes rule of law,service-oriented government construction as the guide,civil rights as the center,industrial development as the foundation,social harmony as the goal,and rule of law culture as the spiritual pill。
