摘　　要：保障文化安全是新时代文化强国战略的前提,也是国家总体安全的重要屏障,要在坚持马克思主义在思想文化领域的指导地位的基础上,不断增强国家文化软实力。文化自信是文化强国战略的基础要素,有深厚的文化根基作为支撑,其对于中华民族有着特殊意义,必须要采取有力措施增强文化自信。文化有先进和落后之分,先进文化是文化强国战略的保障要素。保障文化安全、增强文化自信、保持文化先进性辩证统一于新时代文化强国战略,是系统思维下建设文化强国的三个有力抓手。Guaranteeing the cultural security is the premise of the strategy of a strong country with culture in the new era,and it is also an important barrier for the overall security of the country.Cultural self-confidence is the basic element of the strategy of cultural power,which is supported by deep cultural foundation.It is of special significance to the Chinese nation.Culture can be divided into advanced and backward,and cultural advancement is the guarantee element of the strategy of strengthening the country by culture.Safeguarding cultural security,enhancing cultural self-confidence and maintaining cultural progressiveness in the strategy of building a strong cultural country in the new era are three effective measures under the systematic thinking.
