摘  要:国家能源保供战略持续优化调整新形势下,陕西成为我国重要的能源供应保障基地,战略地位愈发显著,对陕西煤炭按需生产和大规模外运提出新的诉求,为谋划构建高效便捷、供给合理的陕西煤炭外运保障供给通道,首先组合运用“产运销平衡法”与“运输通道容量限制分配法”,预测陕煤入川渝铁路承担运输需求;其次基于既有运力资源有效利用原则,从利用既有、新建2个维度,通过径路比选、能力匹配等要素综合分析,架构组合化通道布局方案;最后对组合化运输通道前后方集疏运体系进行系统架构和能力适应性情况分析。结果表明,通过利用既有线与新建线路方案相结合架构的陕煤入川渝铁路通道布局方案,可高效满足陕煤入川渝能源保供运输需求,通道前后方集疏运系统运力充足。Under the new context of continuous optimization and adjustment of national energy supply guarantee strategy,Shaanxi has become an important energy supply base in China,with an increasingly prominent strategic position.This has raised new demands for on-demand production and large-scale outbound transportation of Shaanxi coal.To build an efficient,convenient,and rational supply channel for outbound transportation of Shaanxi coal,this study first used the“production-transportation-marketing balance method”and the“transportation channel capacity constraint allocation method”to predict the railway transportation demand for Shaanxi coal entering Sichuan and Chongqing.Then,based on the principle of effectively utilizing existing transport capacity,a comprehensive analysis was conducted using two approaches—leveraging existing resources and building new ones—through factors such as route comparison and capability matching to design an integrated channel layout scheme.Finally,a systematic analysis was performed on the architecture and adaptability of the upstream and downstream collection and distribution systems of the combined transport channel.The results showed that the proposed railway layout scheme of Shaanxi coal entering Sichuan and Chongqing,which combined existing and newly built lines,could effectively meet the energy supply and transport needs,with sufficient capacity in the upstream and downstream collection and distribution systems.
