摘 要:基于高速公路收费站准自由流预交易技术进行收费站车道配置优化,打造“自由流与收费车道联动”的新模式,可以有效提升收费站的整体通行效率。在准自由流预交易收费技术特征分析的基础上,提出了包含无障碍通行车道、ETC车道、MTC车道三类收费车道的收费站等价拓扑结构,研究了不同类型车道的车辆通行时间计算方法。从路网宏观层面,以车辆总排队时间最小为目标,基于用户均衡理论和排队论方法构建了收费站车道配置双层规划模型,并以“一带一路”倡议沿线国家塞内加尔的TT高速公路为例进行了实证分析,对比了不同ETC普及率下工作日和公休日收费站的通行效率。结果表明:该配置方法能有效降低路网收费站的排队时间;相较于按比例配置车道的方法,当ETC普及率从10%增长到90%时,工作日和公休日收费站的排队时间分别降低了51.88%和55.88%。Based on the quasi-free-flow tolling technology of expressway toll plaza,toll plaza lane allocation optimization and the creation of a new mode of“free flow and toll lane linkage”can effectively improve the overall traffic efficiency of the toll plaza.On the basis of the characteristic analysis of quasi-free-flow tolling technology,the equivalent topology of toll plaza is proposed.The toll plaza contains three types of toll lanes:barrier-free lanes,ETC lanes,MTC lanes.The calculation method of vehicle passage time for different types of lanes is studied.From the macroscopic level of road network,with the goal of minimizing the total queuing time of vehicles,a bi-level programming model of toll plaza lane allocation is constructed based on the multi-user equilibrium theory and queuing theory,and an empirical analysis is carried out on the TT highway in Senegal,a member of“The Belt and Road Initiative”,to compare the traffic efficiency of toll plaza on weekdays and weekends under different ETC penetration rates.The results show that the allocation method can effectively reduce the vehicle queuing time of the toll plaza in the road network,and compared with the method of proportional lane allocation,the queuing time of the toll plaza on weekdays and weekends is reduced by 51.88%and 55.88%respectively when the ETC penetration rate increasing.
