摘　　要：为推进污水管网空白区消除行动,准确把握消除空白区的核心工作和关键技术,福建省住房和城乡建设厅组织编制了《福建省乡镇建成区基本消除污水收集管网空白区工作指南》。通过探索消除空白区工作流程,提出空白区定义与类型、空白区排查及界定方法、治理措施选择组合等技术要点,以及消除污水收集管网空白区治理方案的编制成果要求,强调消除污水收集管网空白区工作应注重分类施策、制定务实方案、持续推动建设等相关技术举措,使治理取得扎实成效,为促进污水处理提质增效、提升城镇生活污水设施能力和水平打好基础。To promote the action of eliminating blank areas in sewage collection pipe networks and accurately grasp the core work and key technical issues of eliminating blank areas,the Department of Housing and Urban-Rural Development of Fujian Province has organized the compilation of the Guidelines for Basic Elimination of Blank Areas in Sewage Collection Pipe Networks in Township Built-up in Fujian Province.Through exploring the work process of eliminating blank areas,the document proposes technical points regarding the definition and classification of blank areas,blank areas investigation and definition methods,the selection and combination of governance measures,and the requirements for the preparation of the governance plan for eliminating blank areas in sewage collection pipe networks.It is emphasized that the eliminating blank areas in sewage collection pipe networks should focus on classified measures,developing practical plans,and continuously promoting construction.This approach will ensure that tangible achievement results in governance and provide a foundation for the improvement of sewage treatment quality and efficiency,enhancing the capacity and level of urban domestic sewage facilities.
