摘　　要：系统刻画我国公共文化服务保障政策的规制轮廓及规制样态,能够为促进公共文化服务保障政策优化、持续释放政策势能奠定坚实基础。本研究运用制度语法工具,对17省市公共文化服务保障政策展开文本编码、内容解构、机制阐释,系统分析我国公共文化服务保障政策的制度轮廓及其规制特征。研究发现我国公共文化服务保障政策主要基于“集体选择层次”以及“操作层次”进行制度层面的构建,并且从位置规则、选取规则、信息规则、报酬规则、聚合规则五个维度解析出我国公共文化服务保障政策具有“厘清不同利益相关主体的权责”“政策表达约束性及强制性的偏弱”“信息双向传递畅度的亟待强化”“奖惩激励机制的运用失衡”“政府主导下的多元主体合作治理”等制度规制特征。在此基础上提出我国公共文化服务保障政策的优化路径,以期能够更好地推动我国公共文化服务事业的高质量发展。图1。表2。参考文献18。The systematic characterization of the regulatory outline and regulatory form of China's public cultural service guarantee policies can lay a solid foundation for promoting the optimization of public cultural service guarantee policies and continuously releasing policy momentum.This study uses institutional grammar tools and conducts text coding,content deconstruction,and mechanism interpretation of 17 provinces and cities'public cultural service guarantee policies,then systematically analyzes the institutional outline and regulatory characteristics of China's public cultural service guarantee policies.Research has found that China's public cultural service guarantee policies are mainly constructed at the institutional level based on two levels:the“collective choice level”and the“operation level”.Through five dimensions of location rules,selection rules,information rules,reward rules,and aggregation rules,it is analyzed that China's public cultural service guarantee policies have institutional regulatory characteristics such as“clarifying the rights and responsibilities of different stakeholders”,“weak policy expression constraints and compulsion”,“urgent need to strengthen the two-way transmission of information”,“imbalanced use of reward and punishment incentive mechanisms”,and“multi-party cooperative governance under government leadership”.On this basis,this paper proposes an optimization path for China's public cultural service guarantee policies,in order to better promote the highquality development of China's public cultural service industry.1 fig.2 tabs.18 refs.
