新质生产力与自贸试验区制度创新的内在逻辑与实践路径

摘　　要：党的二十届三中全会强调“健全因地制宜发展新质生产力体制机制”“实施自由贸易试验区提升战略”。作为我国自由贸易试验区建设的核心任务,制度创新体现了对生产关系的调整和变革。基于生产力与生产关系的辩证统一原理,发展新质生产力势必要求通过制度创新形成新型生产关系,并进一步推动构建与新质生产力相适应的产业新体系。文章探究发展新质生产力与自由贸易试验区制度创新的内在逻辑,探讨两者融合发展的实践路径。根据新质生产力发展要求,坚持以问题导向、目标导向和技术导向全面提升制度创新水平,推动实施自贸试验区提升战略;同时以自由贸易试验区制度创新构建新型生产关系来发展新质生产力。The third plenary session of the 20th Central Committee of the Communist Party of China emphasizes the importance of“Improving the institutions and mechanisms for fostering new quality productive forces in line with local conditions”and“implement the strategy for upgrading pilot free trade zones”As the core task of China's Pilot Trade Free Zones,institutional innovation reflects the adjustment and reform of production relations.Based on the dialectical unity principle of productive forces and relations of production,the development of new quality productivity inevitably requires the new relations of production through institutional innovation,and further promote the construction of a new industrial system that is in line with the new quality productivity.This paper explores the internal logic relationship between institutional innovation and new quality productivity,and further discusses the practical path of their integrated development.That is,according to the requirements of the development of new quality productivity,the level of institutional innovation should be comprehensively improved by problem-oriented,target-oriented and technology-oriented,so as to promote the implementation of the enhancement strategy of the Pilot Free Trade Zone,and at the same time builds a new type of relationship by institutional innovation to develop new quality productivity.
