流域综合治理EOD项目实施要点研究

摘　　要：当前生态环境保护的重要性和迫切性愈发凸显,在此背景下,流域综合治理项目开始兴起。然而此类项目实施中难以实现有效的资源配置,需要与EOD模式结合使流域治理带来内部整体溢价。本文在研究流域综合治理EOD模式的运作机制的基础上,探讨流域综合治理EOD项目的实施路径与要点,通过建立流域环境保护和流域产业经济发展的良性循环机制,有效打通生态产品价值实现路径,希望为流域综合治理EOD项目发展、推进提供参考。At present,the importance and urgency of ecological environment protection have become increasingly prominent.Under the background,comprehensive watersheds governance project is starting to rise.However,it has been difficult to achieve effective resource allocation in watershed comprehensive management projects.It needs to combine with EOD mode to internalize the premium brought by watershed governance.Based on analyzing the operation mechanism of watershed comprehensive management with EOD mode,this article discusses the implementation path and key points,effectively connects the path of realizing the value of ecological products,by establishing a virtuous cycle mechanism between watershed environmental protection and watershed industrial economic development.Hopes to provide reference for the development and promotion of EOD projects for comprehensive watersheds governance.
