基于政策网络视角的中医药健康旅游发展策略研究

摘　　要：运用政策网络理论对中医药康养旅游政策中的执行困境进行分析,描述我国中医药健康旅游在政策运行时所展现的状况及运行时存在的现实困境,在此基础上,针对不同状况来提出相应的解决对策。分析发现政策社群和府际网络之间存在施行偏差、生产者网络和议题网络之间存在信任危机、议题网络与专业网络之间存在理解误区、政策社群和生产者网络之间存在价值对立等问题。建议统筹中央与地方,做到顶层设计和地方实际衔接流畅;加大监管力度,提高生产者守法意识;转换行业发展方向,消除政策执行的灰色地带。Based on the policy network theory,the study analyzes the implementation dilemma of traditional Chinese medicine health tourism policy,describes the situation of traditional Chinese medicine health tourism in the operation of the policy and the realistic dilemma in the operation.On this basis,corresponding solutions are proposed for different situations.It is found that there are implementation bias between policy community and intergovernmental network,trust crisis between producer network and issue network,misunderstanding between issue network and professional network,and value opposition between policy community and producer network.It is suggested that the central government and local governments should coordinate the top-level design and local actual connection smoothly,strengthen supervision and improve the law-abiding awareness of producers,change the direction of industry development and eliminate the gray area of policy implementation.
