摘 要:如何优化区域创新环境、提高区域创新效率是亟待解决的热点问题。基于WSR方法论,结合NCA与fsQCA两种方法,以中国内地30个省(市、区)为案例样本,从组态视角探讨区域创新环境与区域创新效率关系。研究发现:①单个创新环境要素并不构成实现高区域创新效率的必要条件;②2类创新环境要素组态能有效驱动区域创新效率提升,分别是科技注意力驱动下的“数字基础设施-财政”双重支持型以及科技注意力欠缺下的“知识产权治理-金融”双重弥补型;③各地区实现高创新效率的组态路径存在空间差异,东部地区以“数字基础设施-金融”双重支持型为主,中部地区以知识产权治理引领型为主,西部地区以金融带动型为主。It's a pivotal path for all regions in China to implement the"innovation-driven development strategy"to enhance regional innovation efficiency through the optimization of the innovation environment.The existing studies mainly focus on the overall research of the constituent elements,systems,and evaluation methods of the regional innovation environment,and analyze the net effect of environmental elements on innovation efficiency by adopting statistical analysis methods including the Tobit spatial panel model,hierarchical regression and so on.However,there is still a notable gap that few studies have isolated the"subsystem"of the regional innovation ecosystem-the regional innovation environment,and a collaborative framework for environmental elements from the perspective of complexity science is missing.Thus,taking 30 provinces(cities,districts)in China's Mainland as samples,this paper adopts the Wuli-Shili-Renli(WSR)systems approach to construct a configuration effect model of driving regional innovation efficiency including seven environmental factors from the Wuli,Shili,and Renli aspects.To make up for the shortcomings of traditional statistical analysis methods,this paper applies necessary condition analysis(NCA)and fuzzy-set qualitative comparative analysis(fsQCA)methods to comprehensively consider the intricate causal relationships and synergistic interactions among multiple factors.Given the time-lag effect of the innovation environment on regional innovation efficiency,the paper designates a lag period of one year and selects the latest available data.Specifically,the antecedent variables are measured by the average values from 2019 to 2020 to mitigate the potential impact of random disturbances.The regional innovation efficiency in 2021 is viewed as the outcome variable and gauged by utilizing the input in 2020 and the output in 2021.The NCA is made to identify which environmental elements are indispensable conditions for achieving high regional innovation efficiency,followed by robustness testing through
