摘　　要：健全覆盖城乡的公共法律服务体系,是党的二十届三中全会明确提出的改革任务。这一任务涵盖了公共法律服务均衡发展、服务网络覆盖全业务全时空、融入基层治理格局等多方面的内容和目标。加快推进公共法律服务均衡发展,需要均衡配置城乡法律服务资源,加强欠发达地区公共法律服务建设,重点保障特殊群体合法权益。建设覆盖全业务全时空的法律服务网络,要求推进基本公共法律服务全覆盖,提高公共法律服务热线、网络平台运行效度,深化公共法律服务供给侧结构性改革,强化公共法律服务的技术赋能。公共法律服务融入基层治理格局,需要着眼于完善矛盾纠纷多元化解体系,加强和规范村(居)法律顾问工作,推进“法律明白人”培养工程,强化司法所在社会治理中的基础性作用。Improvment the public legal service system covering both urban and rural areas is a reform task explicitly proposed by the Third Plenary Session of the 20th CPC Central Committee.It features a wealth of theoretical connotations,covering a wide range of contents and objectives,such as the balanced development of public legal services,the coverage of the service network across the whole business and all time and space,as well as the integration into the grass-roots governance structure.To accelerate the balanced development of public legal services,it is necessary to allocate urban and rural legal service resources balancedly,strengthen the construction of public legal services in less developed areas,and focus on safeguarding the legitimate rights and interests of special groups.To construct a legal service network that covers all operations and all time and space,it is required to promote full coverage of basic public legal services,improve the operational efficiency of public legal service hotlines and network platforms,deepen the structural reforms on the supply side of public legal services,as well as reinforce technological empowerment of public legal services.To integrate public legal services into the grass-roots governance structure,it is necessary to focus on improving the system for the diversified settlement of conflicts and disputes,reinforcing and standardizing the work of legal advisers in villages and neighborhoods,advancing the project of cultivating“people who understand the law”,and consolidating the fundamental role of the judicial offices in the governance of society.
