区域国别学视域下的区域认同研究——以拉丁美洲地区认同的形成、发展与困境为例

摘　　要：本文在区域国别学的视域下,尝试构建界定区域认同水平的跨学科分析框架。本文将区域认同划分为三个层次水平。第一层次是由于地缘、历史、文化等共性自发形成的初级认同;该阶段区域内与区域外出现自然边界和身份归属,地区成员开始界定“我们是谁”。第二层次是在地区机制、制度和规范基础上促进区域合作,将区域认同水平提升至较高阶段;该阶段基于共同利益诉求和目标、通过内部组织和制度安排强化地区边界,地区更加明晰“我者”与“他者”的差别。第三层次是基于“选择性激励”而形成地区权力中心,由此克服集体行动困境,促使各国将区域认同和彼此间合作升华至地区命运共同体的最高阶段;该阶段地区成员将主动巩固地区边界,排斥外部行为体在经济、政治、安全等领域的主导性影响。本文选择了区域认同研究中相对薄弱的拉美地区作为案例,利用以上一般性研究框架对拉美地区认同的形成、发展进程和面临的合作困境进行了分析和评估。This article attempts to construct an interdisciplinary analytical framework for defining the levels of regional identity from the perspective of country and regional studies.This article divides the regional identity into three levels.The first level is the primary identity spontaneously formed due to the commonalities such as geography,history,and culture;at this phase,natural boundaries and identity belonging appear within and outside the region,and regional members begin to define“who we are”.The second level is to promote regional cooperation based on regional mechanisms,institutions,and norms,elevating the level of regional identity to a higher phase;at this stage,based on common interests and goals,and regional boundaries strengthened through internal organizations and institutional arrangements,the region is more aware of the differences between"ourselves"and"others".The third level is based on"selective incentives"to form regional power center,thereby overcoming dilemma of collective action and promoting countries to elevate the levels of regional identity and mutual cooperation to the highest phase of a regional community of shared future;at this stage,members of the region will actively consolidate the regional boundaries and exclude the dominant influence of external actors in areas such as economy,politics,and security.This article selects Latin America as the case of regional identity study,which is a relatively weak case in this field,using the above general research framework to analyze and evaluate the formation,development process,and cooperation difficulties of the Latin America regional identity.
