国内市场一体化对利用外资“稳中提质”的影响研究

摘　　要：本文基于2009—2019年中国城市面板数据,系统考察了国内市场一体化对于利用外资“稳中提质”的影响和作用机理。研究结果表明:国内市场一体化显著扩大了城市利用外资规模,提高了城市利用外资质量,进而促进利用外资“稳中提质”,并在考虑可能的内生性问题后依然稳健;国内市场一体化的利用外资“稳中提质”效应主要通过激发市场潜能、提高市场效率、降低经营成本和制度成本三种机制实现,并且在与海岸线距离较远、官员流动性较强、地方保护主义较弱的城市更显著;国内市场一体化不仅能对周边城市利用外资“稳中提质”形成带动效应,还能引导外资流向资本密集型和技术密集型行业,并吸引本土市场导向型外资进入。本文为推进高水平对外开放、加快构建新发展格局提供了理论基础和政策启示。Based on panel data from 2009 to 2019 on Chinese cities,this paper comprehensively examines the impact and mechanisms of domestic market integration on the“stability and quality improvement”of foreign capital utilization.We find that,after considering potential endogeneity issues,domestic market integration significantly enhances the scale and quality of cities'foreign capital utilization,which fosters a virtuous cycle of“stability and quality improvement”of foreign capital utilization.Domestic market integration achieves its“stability and quality improvement”effect of foreign capital utilization primarily through three mechanisms:unleashing market potential,enhancing market efficiency,reducing operating and institutional costs.Notably,this effect is more pronounced in inland cities,and cities with higher official mobility and lower local protectionism.Moreover,domestic market integration drives the utilization of foreign capital in neighboring cities towards“stability and quality improvement”.It also redirects foreign capital towards capital-intensive and technology-intensive industries,while attracting local marketoriented foreign capital.This paper provides a theoretical basis and policy implications for promoting high-level opening-up and accelerating the building of a new development pattern in China.
