摘　　要：随着全球数字化转型加速与国际发展合作数字化加强,数字援助,特别是中国数字基础设施援助在国际减贫中的作用日益受到关注。本文从能力贫困的视角探究了数字基础设施援助与受援国减贫之间的内在关系。研究结果表明:中国数字基础设施援助显著提升了受援国健康、教育、经济方面的基本可行能力,有助于降低受援国的能力贫困;数字基础设施援助通过促进经济数字化并增加经济机会对受援国能力减贫进行外部“赋能”,通过增强教育机会公平和社会互动提升收入创造能力、机会获取能力和社会参与能力,对受援国能力减贫进行内部“增能”,最终共同促进受援国能力减贫;受援国政府治理能力越强,数字基础设施援助的能力减贫效果越显著。本研究推进了对数字国际发展合作减贫效应的认识,为进一步优化国际发展合作与减贫合作机制,提升中国在全球贫困治理中的影响力提供了重要启示。With the acceleration of global digital transformation and the strengthening of international development cooperation,the effect of digital aid,especially Chinese digital infrastructure aid,on international poverty reduction has attracted more and more attention.This paper first explores the inherent relationship between digital infrastructure aid and poverty alleviation from the perspective of capacities poverty.This study finds that Chinese digital infrastructure aid has significantly improved the basic feasible capacity of health,education and economy,and reduced capacities poverty in recipient countries.The digital infrastructure assistance“empowers”recipient countries'capacity to reduce poverty externally by promoting economic digitization to increase economic opportunities,and internally by enhancing educational equity and social interaction to raise the capabilities of income creation,opportunity acquisition,and social participation,ultimately leading to contribute to recipient countries'capacities poverty reduction.The stronger the governance capacity,the more significant effect of the poverty reduction of digital infrastructure aid.This study contributes to a nuanced understanding of the poverty reduction effect during digital international development cooperation,and provides important insights for further optimizing the mechanisms of international development cooperation and poverty reduction cooperation aimed at enhancing the Chinese influence in the governance of global poverty.
