摘　　要：党的二十届三中全会将聚焦建设美丽中国、促进人与自然和谐共生作为进一步全面深化改革总目标的重要方面,并对深化生态文明体制改革作出系统部署,其中首要的是要完善生态文明基础体制。就历史铺陈而言,完善生态文明基础体制是为自身“定位”,明确了改革的高度和出发点;就重要作用而言,完善生态文明基础体制是为自身“定性”,明确了改革的本质和目标;就具体部署而言,完善生态文明基础体制是为自身“定谋”,明确了改革的基本思路和具体内容。上述三个维度的阐释为深化我们对完善生态文明基础体制的理解提供了重要视角,进而为明确深化生态文明体制改革的路径以及进一步全面深化改革奠定了坚实的理论基础。The Third Plenary Session of the 20th CPC Central Committee took the focus on building a beautiful China and promoting harmonious coexistence between man and nature as important aspects of the overall goal of further deepening reform in an all-round way,and made systematic arrangements for deepening the reform of the ecological civilization system,the first and foremost of which is to improve the basic system for ecological civilization.As far as the history is concerned,improving the basic system of ecological civilization is to"position"itself and clarify the height and starting point of reform;In terms of the important role,improving the basic system of ecological civilization is"qualitative"for itself and defines the essence and goal of reform;In terms of specific deployment,improving the basic system of ecological civilization is"planning"for itself,and it has clarified the basic ideas and specific content of reform.The interpretation of these three dimensions provides an important perspective for deepening our understanding of improving the basic system of ecological civilization,and then lays a solid theoretical foundation for clarifying the path of deepening the reform of ecological civilization system and further deepening the reform in an all-round way.
