农村集体经济新内生发展的运作机制与多重逻辑 ——基于鲁中山区Z村的个案研究

摘　　要：发展壮大农村集体经济,激活农村集体经济的内生发展动力,是全面推进乡村振兴和实现共同富裕目标的重要路径选择。“自上而下”的外生发展模式,抑或“自下而上”的内生发展模式,均难以克服农村集体经济发展动能的局限性。新内生发展理论突破了“外生-内生”二元分析范式,强调地方本土力量与超地方力量的“上下联动、内外共生”,这一特质与以村域内外混合动能来驱动农村集体经济提质增效的发展面向高度契合。基于新内生发展理论视角的个案研究发现,政党引领机制、情感治理机制与利益激励机制通过自上而下的耦合与自下而上的衔接,以“上下联动”的复合运作机制为动力轴心,完成资源效能、主体参与、价值认同3要素的有机串联,驱动资源效能从碎片走向聚合、主体参与从一元转为多元、价值认同从异化达致共识,由此形塑了农村集体经济发展的新内生动态循环,逐步迈向发展决策主导化、发展进程本土化、发展成果普惠化。Developing and strengthening the rural collective economy and activating the endogenous development power of the rural collective economy are important path choices for comprehensively promoting rural revitalization and achieving the goal of common prosperity.The"top-down"exogenous development model or the"bottom-up"endogenous development model are difficult to overcome the limitations of the kinetic energy of rural collective economic development.Neo-endogenous development theory breaks through the"exogenous-endogenous"binary analysis paradigm,emphasizing the"upper and lower linkage,internal and external symbiosis"of local and super-local forces.This trait is highly consistent with the development orientation of driving the quality and efficiency of rural collective economy with the mixed kinetic energy inside and outside the village.The neo-endogenous development of rural collective economy is driven by the"upper and lower linkage"operation mechanism of political party leadership,emotional governance and interest incentives.The leading mechanism of political parties is the overall traction force,the emotional governance mechanism is the coupling connection force,and the interest incentive mechanism is the fundamental driving force.The three forces work together to promote resource efficiency from fragmentation to aggregation,subject participation from monism to pluralism,and value identity from alienation to consensus,thus shaping the Neo-endogenous dynamic cycle of rural collective economic development,and gradually moving towards development decision-making dominance,localization of development process,and inclusive development results.
