正义视角下新型农村集体经济收益分配及其功能研究——以浙西北H县为例

摘　　要：在新型农村集体经济收益不断增长的背景下,构建分配合理的运行机制显得尤为迫切。通过构建一个包括贡献、资格、机会和差别平等的多元分配正义分析框架,对浙西北H县的9个村集体经济收益分配及其功能指向进行实证分析。研究发现,收益分配遵循了多样化的原则和顺序,体现了不同的功能,具体来说:第一,差别平等原则在分配中最优先,目的在于强化生计保障功能,确保成员基本生活需求得到满足;第二,机会平等原则的分配必不可缺,强调在分配中要注重公共服务功能,以增进村集体的整体福祉;第三,基于资格与贡献原则的分配目前居次要位置,但随着新型农村集体经济的持续发展,其重要性日益凸显,旨在提高成员财产性收入同时,增强基层组织保障功能。上述发现丰富了新型农村集体经济分配理论阐释,并拓展了其研究视角。Against the backdrop of the burgeoning revenues in the new rural collective economy,the construction of a scientifically sound and rational operational mechanism for equitable distribution has become particularly pressing.This study constructs a multidimensional analytical framework for distributive justice that includes contributions,qualifications,opportunities,and differential equality,to conduct an empirical analysis of the distribution of collective economic benefits and their functional orientations in nine villages in Kai County,located in the northwestern part of Zhejiang Province.The research reveals that the distribution of benefits adheres to a variety of principles and sequences,reflecting distinct functional roles.Specifically:firstly,the principle of differential equality is given the highest priority in distribution,aimed at strengthening the livelihood security function and ensuring that the basic living needs of members are met;secondly,the principle of equal opportunity is indispensable in distribution,emphasizing the importance of public service functions to enhance the overall well-being of the village collective;thirdly,distribution based on qualifications and contributions,while currently secondary,is gaining increasing importance with the sustained development of the new collective economy,aiming to increase members′property income and strengthen the protective functions of grassroots organizations.These findings enrich the theoretical interpretation of distribution within the new rural collective economy and expand the research perspectives in this field.
