摘 要:在“双碳”目标与县级市高速发展背景下,县级市次中心规划成为影响我国实现“双碳”目标、推进小城市生态低碳发展的关键因素。通过底层规划逻辑、道路设施布局及绿地系统规划3个方面构建“双碳”目标下县级市次中心控规转变框架。在此基础上,结合醴陵市流星潭片区控制性详细规划,从总体功能布局、道路交通规划和绿地系统规划3个方面探索低碳生态城市实现路径,以期为我国其他县级市次中心控规编制提供经验。Under the background of the"carbon peak and carbon neutrality"goal and the high-speed development of county-level cities,the planning of county-level sub centers has become the key factor affecting China's achievement of the"carbon peak and carbon neutrality"goal and the promotion of ecological low-carbon development in small cities.Constructing the framework for the transformation of county-level city sub center regulatory planning under the"carbon peak and carbon neutrality"goal through three aspects of underlying planning logic,road facility layout and green space system planning.On this basis,combined with the refulatory planning of the Liuxingtan Area in Liling City,the paths to realizing the low-carbon ecological city are explored from three aspects of overall functional layout,road traffic planning and green space system planning,in order to provide experience for the preparation of regulatory planning for other county-level cities sub center in China.
