摘　　要：随着“一带一路”倡议的实质推进,中国对外投资与合作不断扩大,境外中资企业人员数量显著增加。然而,当前国际安全形势复杂多变,恐怖主义活动盛行,境外安全风险频繁涌现,严重威胁企业和人员安全。尤其是在“一带一路”地区,中资企业常处于高风险环境,迫切需要提升境外社会安全管理能力。以位于刚果(金)的某大型境外矿山P项目为例,系统分析了P项目所处矿业带地区的社会安全形势,详细阐述其境外社会安全管理与科技赋能安防管理良好实践,以应对日益复杂的安全挑战,加强境外利益保护,确保境外项目人员安全。As"the Belt and Road"initiative is substantively promoted,China's overseas investment and cooperation continue to expand,leading to a significant increase in the number of personnel in overseas Chinese enterprises.However,the current international security situation is complex and volatile,with the prevalence of terrorism posing frequent security risks abroad,seriously threatening the safety of enterprises and personnel.Especially in the"Belt and Road"regions,Chinese enterprises often find themselves in high-risk environments,urgently needing to enhance their overseas social security management capabilities.Taking the large-scale overseas mining project P Project of Northern Mining in the Democratic Republic of the Congo as an example,this article systematically analyzes the social security situation in the mining belt area where the P Project is located,elaborating on its good practices in overseas social security management and technology-empowered security management.This is aimed at addressing increasingly complex security challenges,strengthening the protection of overseas interests,and ensuring the safety of personnel in overseas projects.
