摘 要:以京津冀地区创新资源配置效率为研究对象,基于2013-2022年的统计数据,从创新资源投入与产出角度构建创新资源配置效率评价指标体系,运用DEA-BCC模型对京津冀地区创新资源配置的综合技术效率、纯技术效率和规模效率进行测度及差异性分析。研究结果表明:京津冀地区创新资源配置效率存在显著差异,该区域综合技术效率均值均高于0.99,整体处于较高水平,但部分年份创新资源配置效率未达到DEA有效状态。北京市创新资源配置效率相对较高;天津市创新资源配置效率呈“波浪式”变化,稳定性不足;河北省创新资源配置效率有部分年份未达到有效状态,且处于规模报酬递增状态,表明创新资源投入的规模不足。根据实证结果,从要素资源合理布局、技术合作与协同创新、产业协作与要素配置融合等方面,提出优化京津冀创新资源配置的对策建议,以推动创新资源在京津冀区域内有序流动,打造京津冀协同创新共同体的“升级版”。Taking the efficiency of innovation resource allocation in the Beijing-Tianjin-Hebei region as the research object,based on statistical data resources from 2013 to 2022,an evaluation index system for innovation resource allocation efficiency is constructed from the perspective of innovation resource input and output.The DEA-BCC model is used to measure and analyze the comprehensive technical efficiency,pure technical ficiency,and scale efficiency of innovation resource allocation in the Bejing Tianjin-Hebei region from.The research results indicate that there is a significant difference in the efficiency of innovation resource allocation in the Beijing-Tianjin-Hebei region.The average comprehensive technical efficiency in this region is higher than 0.99,and the overall level is relatively high.However,in some years,the efficiency of innovation resource allocation has not reached the DEA effective state.The efficiency of innovation resource allocation in Beijing is relatively high,while the efficiency of innovation resource allocation in Tianjin shows a"wave like"change with insufficient stability.In some years,the efficiency of innovation resource allocation in Hebei has not reached an effective state,and the scale return is increasing,indicating that the scale of innovation resource investment is insufficient.Based on empirical results,countermeasures and suggestions for optimizing the allocation of innovation resources in the Beijing-Tianjin-Hebei region are proposed from the aspects of rational layout of factor resources,technological cooperation and collaborative innovation,and the integration of collaborative innovation and factor allocation,in order to promote the orderly flow of innovation resources in the Beijing-Tianjin-Hebei region and create an upgraded version of the Beijing-Tianjin-Hebei collaborative innovation community.
