基于传导落实的历史文化名城保护规划优化策略研究——以亳州市为例

摘　　要：名城制度建立40多年来,历史文化名城保护规划对各地名城的保护和发展起到了重要的约束和指导作用。名城保护规划的内容随着不同时期名城关注的重点而不断丰富,各地也因地制宜地探索名城保护规划的新路径新方法。然而,在历史文化保护融入城乡建设的新形势下,原有的名城保护规划出现了缺乏区域统筹、历史城区管控可操作性不强、名城与街区保护规划之间传导不畅等问题。以亳州名城保护规划为例,探索三方面的优化策略:一是以省域视角,强化名城在全省体系中的定位;二是以更新方法,强化历史城区的单元管控;三是以设计思维,强化重要文化空间的实施落地。基于此,对其他历史文化名城保护规划提出优化建议,即名城保护规划需要落实上位省级规划的内容,历史城区宜采取分区分类、刚弹结合的方式进行管控,并进一步明确不同层级保护规划的核心管控内容,有效传导到下一层级保护规划及实施方案中,从而使得历史文化名城保护规划成为向上有“落实”、向下能“落地”的好规划。Over the past 40 years since the establishment of the historic city system,the conservation planning of historical and cultural cities has played an important constraining and guiding role in the protection and development of historical and cultural cities.The contents of the conservation planning of historic city are also enriched with the focus on them in different periods,and the new paths and methods of the conservation planning for historical and cultural cities are explored in different places according to local conditions.However,under the new situation of integrating historical and cultural protection into urban and rural construction in the new period,the original conservation planning of historical and cultural cities has some problems,such as the lack of regional overall planning,the weak operability of historic urban areas control,and the poor transmission between historical and cultural cities and historical and cultural blocks conservation planning.Taking Bozhou City conservation planning as an example,this paper explores three optimization strategies:one is to strengthen the positioning of historic city in the provincial system from a provincial perspective;another is to strengthen the unit control of historic urban areas by updating methods;and the third is to strengthen the implementation of important cultural spaces with design thinking.Based on this,the paper puts forward optimization suggestions on the conservation planning of other historic cities,that is,the conservation planning of historical and cultural cities needs to implement the content of the upper provincial system planning,the control of historic urban areas should be carried out by means of zoning,classification and combination of force and fire,and the core control content of conservation planning at different levels should be further clarified and effectively transmitted to the conservation planning and implementation plan at the next level.In this way,the conservation planning of historical and cultural cities can become a good
